FOTON 2000 (a romanian private company) has started an earhquake
precursor monitoring activity since 2003. Next year, a government
programme helped these efforts with funds for the study "Complex
Electromagnetical Monitoring System for Vrancea Area". A research
institute ICPE - SA from Bucharest promote this theory and it helped
the programme with specialists and measurements from Agigea station.
The "Electromagnetic Monitoring" methode is used mainly in Greece
(http://www.earthquakeprediction.gr/). There are few theory about the
phenomens. The differecnce is the Vrancea's earthquake depth is about
80 - 140 Km and the piezoelectric effect is not important.
